Its a two-fold problem.no one wants to be one because of the pay/conditions/hardship, and the government refuses to or can't fund for a better patient/nurse ratio in the public system. therefore, the hospitals are short-staffed because of budget restraints.
blame the bureaucrats and the capitalist system
